Senator Pearce called the Senate. President Halford stated the call was satisfied. Senator Pearce moved and asked unanimous consent that the bill be returned to second reading for the purpose of a specific amendment, that being Amendment No. 1. Senator Little objected. Senator Pearce moved and asked unanimous consent that her motion to return to second reading be withdrawn. Without objection, it was so ordered. Senator Lincoln moved and asked unanimous consent that the bill be returned to second reading for the purpose of a specific amendment, that being Amendment No. 2. Senator Pearce objected. The question being: "Shall CS FOR SENATE BILL NO. 308(FIN) be returned to second reading for specific amendment?" Senator Little moved and asked unanimous consent that the bill be returned to second reading for the purpose of a specific amendment, that being Amendment No. 3. Senator Pearce objected. SB 308 Senator Pearce moved and asked unanimous consent that her objection to the motion to return CS FOR SENATE BILL NO. 308(FIN) to second reading for the purpose of a specific amendment be withdrawn. CS FOR SENATE BILL NO. 308(FIN) was automatically in third reading. Senator Little offered a Letter of Intent: Letter of Intent for CS for Senate Bill No. 308(Fin) It is the intent of the legislature that the scope of review under AS 38 for the sale, lease, or other disposal of available land, resources, property or interests in them which are subject to a best interest finding, including those which are phased, will include an analysis of the reasonably foreseeable, significant, present and future effects of the disposal. 1994-04-15 Senate Journal Page 3725 SB 308 It is the further intent of the Legislature that the consistency determination for any proposed use or activity which is phased under AS 46.40 of the Alaska Coastal Management Program, will include an analysis of the reasonably foreseeable, significant present and future effects of the use or activity proposed. It is the intent of the Legislature that the sections of this legislation pertaining to AS 46.40 will be consistent with the federal coastal zone management program regulations and intent governing phased consistency determinations. Senator Little moved for the adoption of the Letter of Intent. Senator Pearce objected. The question being: "Shall the Letter of Intent be adopted?"
